This memorandum dated May 2nd, 1933 was scanned and posted by the Archival Research Group on their Facebook page on October 28th, 2019.

Apparently the USMC was soliciting Colt for the production of a telescopic sight. Obviously Colt had to turn them down because they don’t manufacture optics.
